Legislative Assembly Address – Discussion on Demand for Grants for Police Department I express my joy and gratitude for giving me the opportunity to speak in this prestigious Legislative Assembly during the debate on the Demand for Grants for the Police Department. First, I bow before Thanthai Periyar, Perarignar Anna, and Muthamizh Arignar Dr. Kalaignar. First of all, I express my gratitude to our party president, Thiru Muthuvel Karunanidhi Stalin, for granting me this opportunity. Honourable Speaker, Today, you have granted me the opportunity to speak on law and order. I begin my speech in the hope that the Honourable Chief Minister will provide appropriate answers to the questions I raise regarding public issues, without diversion or blame-shifting tactics. Because the people elected and sent us to this Assembly as the opposition precisely to present constructive criticisms. First, the Policy Note issued by this government reached my hands around midnight at 12:00 AM yesterday. I read through it. In that Policy Note book, on pages 293, 295, and 296, it is stated that crimes declined during the Dravidian Model governance. Specifically, with data and statistics, you have noted in that book that crimes like mugging and theft substantially decreased in 2025 compared to 2024. Those statistics state that murders, murder attempts, riots, and sexual offenses all declined. What is more, you have noted in your Policy Note that caste-discrimination murders drastically fell. Therefore, I first express our gratitude for honestly acknowledging in the Police Policy Note that law and order was excellent during our Dravidian Model governance. Speaker, It has been exactly 116 days since this government assumed office. In these 116 days, rather than introducing new schemes, this government has cancelled several schemes that our DMK government had already brought in. From this government, either an announcement changing names arrives, or an announcement cancelling schemes altogether arrives. For example: • Parandur Airport Project • Kanchipuram New City Project • Global Sports City Project • Namakkal SIPCOT Project • Parandur Metro Project • East Coast Road (ECR) Flyover • Hosur TIDEL Park • Hosur Knowledge Park • Recently, the Mamallan Reservoir Project Thus, the list of cancelled schemes keeps lengthening. When our party’s governance was running, Tamil Nadu was progressing at top speed. But during these 116 days, Tamil Nadu today is moving backward. What I wish to ask the Chief Minister is this: Why did you cancel the public welfare schemes that our DMK government introduced for the welfare of Tamil Nadu? Speaker, In your election manifesto, you cited numerous schemes; you also claimed that you would fulfill them the very moment you took power. You claimed farmers' loans would be completely waived; you lavished promises of 6 LPG cylinders a year and free bus travel for women across all buses. But when looking at how their actual announcements stand: • You have imposed various limits (slabs) on the farm loan waiver. • After saying you would provide six cylinders, you subsequently announced that you will provide only three cylinders, and that too starting next year. Without fully executing the promises made, you keep issuing mere announcements claiming you will fulfill them half-heartedly like this. You spoke of a 'Maternal Uncle Gold Ring Scheme.' But looking at all the announcements of this government, you could name all schemes together as the 'Maternal Uncle Ear-Piercing (Deception) Scheme.' More than this government's schemes reaching the people, this government's functioning is shaped around the mindset that it is enough if the Reels videos they release reach the people. Therefore, the Chief Minister must clarify in his reply when this state of affairs will change. Regarding the Police Department, various constructive works were undertaken for the department's betterment during our party's rule, when our leader served as Chief Minister. Out of the five Police Commissions established so far for police reforms in Tamil Nadu, four were established during our party's rule. Finally, in 2023, under the regime headed by our leader, the 5th Police Commission was constituted under the leadership of retired Madras High Court Justice Thiru C.T. Selvam. That commission included retired IAS officer Thiru Alauddin, retired IPS officer Thiru K. Radhakrishnan, police officials, psychiatrists, and educationists. In the interim report submitted by that commission in 2023, it was specified that 10 recommendations had to be implemented immediately. Giving practical shape to that, our leader, who was Chief Minister then, released announcements and implemented them. Nearly 800 recommendations were provided in the full report of the Fifth Police Commission. Among them, we progressively implemented 86 recommendations during our rule. I place the demand that this government must progressively implement the remaining long-term recommendations as well. Specifically, accepting the demands of Islamic community leaders, we granted parole and long-term leave during our tenure to Muslim prisoners languishing in prison for years. Just as our government did, I bring it to the attention of this Assembly that this government must immediately accept and fulfill the demand of their families to grant long-term leave to Muslim prisoners who have been in prison for a long time. Over the past five years, Tamil Nadu performed far better than other states in maintaining law and order. During our regime, we seized drugs in larger quantities than ever before. For the first time, criminals' bank accounts and assets were frozen. Every action was taken to secure maximum penalties. In offenses against women and children in particular, charge-sheets were filed without delay, and our government secured harsh punishments for criminals. For example, in a sexual assault case that occurred in Vellore, we filed the charge-sheet within 32 days. But what is the situation today? The law exists, but order is absent! This is not merely an allegation; it is the tragic state of the whole of Tamil Nadu. In their 116 days of rule, this has turned into a massive ordeal for the people, especially for women. If one opens the newspapers every day, wherever one looks, only news of murders, robberies, and sexual assaults keeps coming. Even in meat shops, they do not chop to this extent; to that extent, machete hacks and stabbing incidents occur daily in Tamil Nadu. Speaker, Murders for jewellery, murders for exposing drug sales, murders in drunken brawls—a state of affairs prevails where not a single day passes in Tamil Nadu without a murder. In August alone, nine people were brutally murdered in Coimbatore district. In the 116 days since this government took office, 10 caste pride killings have occurred. For not even one of them has the Chief Minister opened his mouth. Earlier, people used to call them 'aanava kolaigal' (caste pride killings); once this regime came in, they called them 'gaurava kolaigal' (honor killings); now recently, they have started diverting them as 'kadhal maranangal' (love-related deaths). Honourable Speaker, The party that blamed the government for law and order issues over the past two years, what does it say today after coming to power? They lecture the people, claiming individual moral failure is the cause of this. But the daily involvement of ruling party members in criminal acts has become a continuing saga. • In Thoothukudi district, a woman was sexually assaulted using the name of a ruling party MLA. Even though that woman lodged a complaint, no action has been taken so far against the MLA concerned. • A female member of the ruling party from Thoothukudi district filed a sexual assault complaint against two ruling party office-bearers, Brighter and Roosevelt. In that case too, there has been no action so far. • In Chennai, Alandur North Area Secretary Vembuli sexually harassed a woman; within days of reportedly being suspended from the party, he came out on bail and attended a government event attended by the MLA. • Against Ranipet West District Secretary Thiru Vijaymohan, a woman filed a sexual assault complaint, and though a First Information Report (FIR) was registered under four sections, he has not been arrested so far. • In Kasimedu, Chennai, an allegation has arisen that R.K. Nagar 43rd Ward in-charge 'Pambu' Dinesh sexually harassed an 11-year-old girl. • In Salem, on par with the Pollachi incident, victimised women complained that ruling party functionary Manikandan filmed explicit videos of more than 50 women and blackmailed them. • Reports have emerged that Tiruvallur South District Secretary Prakash alias Kutty sexually harassed a female ruling party functionary. • Complaints have also arisen against ruling party office-bearers Maharaja, Robin, and Harish, who sexually harassed a woman police officer in Sivagangai; • against Union Secretary Ramesh, who sexually harassed a married woman in Kulithalai, Karur; • and against functionary Kannan, who sexually harassed a 10th-grade girl student in Keelamathur, Madurai. In this manner, the list of atrocities committed by ruling party members against women in these 116 days keeps lengthening. Honourable Speaker, Before coming to power, the present Chief Minister spoke out against custodial deaths and declared, "We do not want an apology; what we want is justice." But in these 116 days since they assumed governing responsibility, 8 police and prison custodial deaths have occurred so far. For these, justice has not been served yet; not even minimal regret has been expressed by the Chief Minister. • Venkatesan of M.G.R. Nagar, Chennai • Thiru Kathiresan of Tenkasi • Arunachalam of Thoothukudi • Priest Paramasivam of Madurai have died after being assaulted inside police stations. In Tirunelveli district, Velmurugan alias Mariappan died by self-immolation out of humiliation from police assault. Furthermore, Sabarivarman of Kanyakumari, Balaji of Selaiyur, and Anwardeen, who was lodged in Madurai prison, all died in prison after being remanded to judicial custody following police interrogation. Through this Assembly, we wish to know what action the Chief Minister has taken in these incidents. Overall, law and order in this regime has been pushed to an abysmal state. The suspicion arises whether the Home Department and Intelligence Wing, operating under the Chief Minister's direct control, have become paralyzed. The police force, which ought to prevent crimes, is fixated only on arresting opposition figures who criticize the government, young people (Gen Z) who share social media posts, friendly allies, and journalists. Yet, against BJP leaders who fiercely criticize the Chief Minister, not a single case is registered; not even a complaint is filed. If it happens to us, is it blood, but if it happens to them, is it tomato chutney? We have never seen anywhere such a bizarre political strategy where even if the BJP hits them, they refuse to speak out publicly. Speaker, This government is also showing aggression in suppressing democratic protests. When students protested across the country against NEET, permission to hold a protest at Marina Beach in Chennai was denied. Fearing students, this is the only government in the world that put a lock on a beach! Even for a memorial event for sister Anitha at Besant Nagar beach, permission was denied. In Chennai and Madurai, police officers assaulted students protesting against NEET without even wearing name badges on their uniforms. They entered Madurai Kamaraj University and attempted to arrest students. In a circular sent to all colleges on behalf of the Higher Education Department, it was warned that students must not participate in protests, and if violated, action would be taken against the colleges. That circular was withdrawn only after Left comrades supporting from outside voiced strong opposition. Ruling party allies themselves claim the Chief Secretary and Director General of Police (DGP) are responsible for all this. In that case, are all these things happening with the Chief Minister's knowledge, or without his knowledge? What is the reason for the police, which should be under the Chief Minister's control, to act arbitrarily without control? Why does the government fear those who express opinions democratically and those who protest? The Chief Minister, who claims Thanthai Periyar as his ideological leader, went in person to Periyar Thidal to pay respects. Yet, when Dravidar Kazhagam sought to hold a bike rally against NEET and the Economically Weaker Sections (EWS) quota, this government mobilized police forces at Periyar Thidal to block it. That rally was conducted only after moving the court. These are the proofs that an extraordinary situation, never before witnessed by Tamil Nadu, currently prevails. Speaker, Regarding law and order, and pertaining to the police force, all of us opposition leaders, including myself, have raised numerous questions during the past 15 days in this session. But the Chief Minister has not stood up to answer a single question so far. Just as television serials substitute another actor's name when an actor exits, whenever a question is asked in this government, the Sports Minister answers instead of the Agriculture Minister, and the Electricity Minister answers instead of the Environment Minister. We speak in the belief that the Police Department still functions under the Chief Minister's control. In the past 116 days, around 550 criminal incidents have taken place. Among them, 200 murders, over 300 sexual assaults, 8 custodial deaths, and 10 caste pride killings have occurred. When a new government assumed office, it should have issued a stern warning to criminals. But you must honestly investigate why so many crimes have occurred. There are still three days remaining for the Chief Minister's reply; gather complete information through officials and come with adequate preparation. Without blaming us again, provide appropriate clarifications to the questions asked. In our regime, our leader, the then Chief Minister, answered all questions on law and order patiently, responsibly, and with proper statistics. Now you are in the seat where you must answer; we are in the position of asking questions of you. Therefore, without mere publicity seeking, without diversions, and without telling illogical stories, I conclude my speech by requesting through the Speaker that the Chief Minister directly answer the questions raised by the people. Thank you, Vanakkam. (Clarification provided in response to the allegations raised by the Minister:) Speaker, When the Minister spoke, he noted that certain lapses existed during our rule; I am duty-bound to respond to that at this moment. Specifically, he asked why delay occurred in appointing the DGP and why an in-charge DGP was appointed. After Thiru Shankar Jiwal IPS, who served as DGP during our rule, retired from service, our government forwarded the list of eligible officers to the Union Public Service Commission (UPSC) for the appointment of a new DGP. At that time, differing views existed between the state government and the UPSC over who should be included in the empaneled committee. Our government considered the Union Government's excessive interference in appointing Tamil Nadu's DGP as detrimental to state autonomy. Law and order is a matter on the State List. Since only appointing an officer suitable to the state government allows working together to protect law and order, our Chief Minister took that decision. We also filed a case in court challenging that. In the interim, an in-charge DGP was appointed so that law and order would not be compromised. Because he went on medical leave, senior officer Thiru Abhay Kumar Singh IPS was appointed as in-charge DGP. There was nothing unlawful in this; this action was taken strictly within legal rules. Similarly, the Minister alleged that POCSO cases were registered in large numbers during our regime. Our government undertook stern measures to prevent POCSO offenses. We instilled the confidence that firm action would be taken against crimes targeting women under DMK rule. Because of that awareness, victims came forward without hesitation and lodged complaints; that is why the number of registered cases increased. In all registered cases, investigations were conducted swiftly, and punishments were secured for criminals without delay. Regarding the handling of POCSO cases, three review meetings were conducted under my leadership as the Minister for Special Programme Implementation. In September 2023, consultations were carried out by coordinating the Police Department, Health Department, School Education Department, Social Welfare Department, and Law Department. Standard Operating Procedures (SOPs) were formulated for protecting victims' rights, raising awareness in schools, disbursing compensation immediately, and ensuring legal aid. Therefore, one should not claim sweepingly that POCSO crimes merely increased. Finally, you have levelled an accusation that our government did not take appropriate action in eradicating narcotics. If we had not acted properly against narcotics, why did you grant promotion to Thiru Mahesh Kumar Aggarwal IPS, who served as an officer in the Prohibition and Excise Department, and appoint him as the DGP of Tamil Nadu today? Likewise, I place the question before this government: Why did you grant promotion to Thiru Amalraj IPS, who served exceptionally in the Anti-Narcotics Wing, and appoint him as the Commissioner of Police for Greater Chennai?

(IPS) அதிகாரி திரு. கே. ராதாகிருஷ்ணன் மற்றும் காவல்துறை அதிகாரிகள், மனநல மருத்துவர்கள், கல்வியாளர்கள் ஆகியோர் இடம்பெற்றிருந்தனர். 2023-இல் அந்த ஆணையம் அளித்த இடைக்கால அறிக்கையில், 10 பரிந்துரைகளை உடனடியாகச் செயல்படுத்த வேண்டும் எனக் குறிப்பிடப்பட்டிருந்தது. அதற்குச் செயல்வடிவம் கொடுக்கும் வகையில் அன்றைய முதலமைச்சரான எங்கள் தலைவர் அதற்கான அறிவிப்புகளை வெளியிட்டுச் செயல்படுத்திக் காட்டினார். ஐந்தாவது காவல் ஆணையத்தின் முழு அறிக்கையில் கிட்டத்தட்ட 800 பரிந்துரைகள் வழங்கப்பட்டிருந்தன. அதில் 86 பரிந்துரைகளை எங்கள் ஆட்சியில் படிப்படியாக நாங்கள் நிறைவேற்றிக் காட்டினோம். மீதமுள்ள நீண்டகாலப் பரிந்துரைகளையும் (Long-term recommendations) இந்த அரசு படிப்படியாக நிறைவேற்ற வேண்டும் என்ற கோரிக்கையை நான் முன்வைக்கிறேன். குறிப்பாக, இஸ்லாமிய சமுதாயத் தலைவர்களின் கோரிக்கையை ஏற்று, பல ஆண்டுகளாகச் சிறையில் வாடும் இஸ்லாமியச் சிறைவாசிகளுக்கு எங்கள் ஆட்சியில் பரோலும் நீண்டகால விடுப்பும் வழங்கியிருந்தோம். எங்கள் அரசு செய்ததைப் போல, இந்த அரசும் நீண்ட நாட்களாகச் சிறையிலுள்ள இஸ்லாமியக் கைதிகளுக்கு நீண்டகால விடுப்பு வழங்க வேண்டும் என அவர்களது குடும்பத்தினர் விடுத்துள்ள கோரிக்கையை ஏற்று உடனே நிறைவேற்றித் தர வேண்டும் என்று இப்பேரவையின் கவனத்திற்குக் கொண்டு வருகிறேன். கடந்த ஐந்தாண்டுகளில் சட்டம் - ஒழுங்கை நிலைநாட்டுவதில் பிற மாநிலங்களைவிட தமிழ்நாடு மிகச் சிறப்பாகச் செயல்பட்டது. இதுவரை இல்லாத அளவிற்கு அதிக அளவிலான போதைப் பொருட்களை எங்கள் ஆட்சியில் பறிமுதல் செய்துள்ளோம். முதன்முறையாகக் குற்றவாளிகளின் வங்கிக் கணக்குகளும் சொத்துகளும் முடக்கப்பட்டன. அதிகபட்சத் தண்டனைகளைப் பெற்றுத் தருவதற்கான அனைத்து நடவடிக்கைகளும் எடுக்கப்பட்டன. குறிப்பாகப் பெண்கள் மற்றும் குழந்தைகளுக்கு எதிரான குற்றங்களில் உடனுக்குடன் குற்றப்பத்திரிகை தாக்கல் செய்யப்பட்டு, குற்றவாளிகளுக்குக் கடுமையான தண்டனைகளை எங்கள் அரசு பெற்றுத் தந்தது. எடுத்துக்காட்டாக, வேலூரில் நடைபெற்ற ஒரு பாலியல் வன்கொடுமை வழக்கில் 32 நாட்களுக்குள் குற்றப்பத்திரிகை தாக்கல் செய்தோம். ஆனால் இன்றைக்கு என்ன நிலைமை? சட்டம் இருக்கிறது, ஆனால் ஒழுங்கு இல்லை! இது வெறும் குற்றச்சாட்டு மட்டுமல்ல; ஒட்டுமொத்தத் தமிழ்நாட்டின் அவல நிலை. இவர்களுடைய இந்த 116 நாள் ஆட்சியில் மக்களுக்கு, குறிப்பாகப் பெண்களுக்கு இதுவொரு மாபெரும் துயரமாக மாறியுள்ளது. நாள்தோறும் நாளிதழ்களைத் திறந்து பார்த்தால் எங்கு நோக்கினும் கொலை, கொள்ளை, பாலியல் வன்கொடுமைகள் பற்றிய செய்திகளே வந்துகொண்டிருக்கின்றன. இறைச்சிக் கடைகளில் கூட இந்த அளவிற்கு வெட்ட மாட்டார்கள்; அந்த அளவிற்குத் தமிழ்நாட்டில் நாளும் வெட்டுக்குத்துச் சம்பவங்கள் அரங்கேறுகின்றன. பேரவைத் தலைவர் அவர்களே, நகைக்காகக் கொலை, போதைப்பொருள் விற்பனையை அம்பலப்படுத்தினால் கொலை, மதுபோதையில் கொலை எனத் தமிழ்நாட்டில் கொலைகள் நிகழாத நாளே இல்லை என்ற சூழல் நிலவுகிறது. கடந்த ஆகஸ்ட் மாதத்தில் மட்டும் கோவை மாவட்டத்தில் ஒன்பது பேர் படுகொலை செய்யப்பட்டுள்ளனர். இந்த அரசு அமைந்த 116 நாட்களில் 10 ஆணவக் கொலைகள் நிகழ்ந்துள்ளன. அவற்றுள் ஒன்றிற்குக்கூட முதலமைச்சர் அவர்கள் வாய் திறக்கவில்லை. முன்பெல்லாம் 'ஆணவக் கொலைகள்' என்று கூறிவந்தார்கள்; இந்த ஆட்சி வந்ததும் அதனைக் 'கௌரவக் கொலைகள்' என்றார்கள்; இப்போது அண்மையில் அவற்றையெல்லாம் 'காதல் மரணங்கள்' என்று திசைதிருப்பத் தொடங்கியுள்ளனர். மாண்புமிகு பேரவைத் தலைவர் அவர்களே, கடந்த இரண்டாண்டுகளாகச் சட்டம் - ஒழுங்குப் பிரச்சினைகளுக்காக அரசைப் பழிசுமத்திய கட்சி, ஆட்சிக்கு வந்த பிறகு இன்று என்ன கூறுகிறது? தனிநபர் ஒழுக்கக்கேடே இதற்குக் காரணம் என்று மக்களுக்குப் பாடம் எடுக்கிறார்கள். ஆனால் ஆளுங்கட்சியினர் நாளும் குற்றச்செயல்களில் ஈடுபடுவது தொடர்கதையாகிவிட்டது. • தூத்துக்குடி மாவட்டத்தில் ஓர் ஆளுங்கட்சி சட்டமன்ற உறுப்பினரின் பெயரைப் பயன்படுத்தி ஒரு பெண் பாலியல் வன்கொடுமைக்கு உள்ளாக்கப்பட்டார். அந்தப் பெண் புகார் அளித்தும், சம்பந்தப்பட்ட சட்டமன்ற உறுப்பினர் மீது இதுவரை எவ்வித நடவடிக்கையும் எடுக்கப்படவில்லை. • தூத்துக்குடி மாவட்டத்தைச் சேர்ந்த ஆளுங்கட்சியின் பெண் உறுப்பினர் ஒருவர், ஆளுங்கட்சி நிர்வாகிகளான பிரைட்டர், ரூஸ்வெல்ட் ஆகிய இருவர் மீது பாலியல் வன்கொடுமைப் புகார் அளித்துள்ளார். அவ்வழக்கிலும் இதுவரை நடவடிக்கை இல்லை. • சென்னையில், ஆலந்தூர் வடக்கு பகுதிச் செயலாளர் வேம்புலி என்பவர் ஒரு பெண்ணுக்குப் பாலியல் தொல்லை அளித்தார்; கட்சியிலிருந்து நீக்கப்பட்டதாகக் கூறப்பட்ட சில நாட்களிலேயே பிணையில் வெளிவந்து, சட்டமன்ற உறுப்பினர் பங்கேற்ற அரசு நிகழ்ச்சியிலேயே கலந்துகொண்டார். • ராணிப்பேட்டை மேற்கு மாவட்டச் செயலாளர் திரு. விஜயமோகன் மீது பெண் ஒருவர் பாலியல் வன்கொடுமைப் புகார் அளித்து, நான்கு பிரிவுகளின் கீழ் முதல் தகவல் அறிக்கை (FIR) பதிவு செய்யப்பட்டும், இதுவரை அவர் கைது செய்யப்படவில்லை. • சென்னை காசிமேட்டில் ஆர்.கே. நகர் 43-வது வார்டு பொறுப்பாளர் 'பாம்பு' தினேஷ் என்பவர் 11 வயதுச் சிறுமிக்குப் பாலியல் தொல்லை அளித்ததாகப் புகார் எழுந்துள்ளது. • சேலத்தில் பொள்ளாச்சி சம்பவத்திற்கு இணையாக 50-க்கும் மேற்பட்ட பெண்களை ஆபாசப் படங்கள் எடுத்து மிரட்டியதாக ஆளுங்கட்சிப் பிரமுகர் மணிகண்டன் மீது பாதிக்கப்பட்ட பெண்கள் புகாரளித்துள்ளனர். • திருவள்ளூர் தெற்கு மாவட்டச் செயலாளர் பிரகாஷ் (எ) குட்டி என்பவர் ஆளுங்கட்சிப் பெண் நிர்வாகிக்குப் பாலியல் தொல்லை அளித்ததாகச் செய்திகள் வந்துள்ளன. • சிவகங்கையில் பெண் காவலருக்குப் பாலியல் தொல்லை கொடுத்த ஆளுங்கட்சி நிர்வாகிகள் மகாராஜா, ராபின், ஹரீஷ் ஆகியோர் மீதும்; • கரூர் குளித்தலையில் திருமணமான பெண்ணுக்குப் பாலியல் தொல்லை தந்த ஒன்றியச் செயலாளர் ரமேஷ் மீதும்; • மதுரை கீழமாத்தூரில் பத்தாம் வகுப்பு மாணவிக்குப் பாலியல் தொல்லை கொடுத்த நிர்வாகி கண்ணன் மீதும் புகார்கள் எழுந்துள்ளன. இப்படி இந்த 116 நாட்களில் ஆளுங்கட்சியினர் பெண்களுக்கு எதிராக நிகழ்த்திய அட்டூழியங்களின் பட்டியல் நீண்டுகொண்டே போகிறது. மாண்புமிகு பேரவைத் தலைவர் அவர்களே, ஆட்சிக்கு வருவதற்கு முன்னால் காவல் மரணங்களுக்கு எதிராகப் பேசிய தற்போதைய முதலமைச்சர் அவர்கள், "எங்களுக்கு மன்னிப்பு வேண்டாம்; நீதிதான் வேண்டும்" என்று முழங்கினார். ஆனால் இவர்கள் ஆட்சிப் பொறுப்பேற்ற இந்த 116 நாட்களில் இதுவரை 8 காவல் மற்றும் சிறை மரணங்கள் நிகழ்ந்துள்ளன. இவற்றுக்கு இதுவரை நீதியும் கிடைக்கவில்லை; முதலமைச்சரிடமிருந்து குறைந்தபட்ச வருத்தம்கூடத் தெரிவிக்கப்படவில்லை. • சென்னை எம்.ஜி.ஆர். நகர் வெங்கடேசன் • தென்காசி திரு. கதிரேசன் • தூத்துக்குடி அருணாசலம் • மதுரை பூசாரி பரமசிவம் ஆகியோர் காவல் நிலையங்களில் தாக்கப்பட்டு உயிரிழந்துள்ளனர். திருநெல்வேலி மாவட்டத்தில் வேல்முருகன் (எ) மாரியப்பன் என்பவர் காவல்துறையினர் தாக்கிய அவமானத்தில் தீக்குளித்து மாண்டார். மேலும், காவல் விசாரணைக்குப் பின் நீதிமன்றக் காவலில் வைக்கப்பட்ட கன்னியாகுமரி சபரிவர்மன், சேலையூர் பாலாஜி, மதுரை சிறையில் அடைக்கப்பட்டிருந்த அன்வர்தீன் உள்ளிட்டோர் சிறையிலேயே உயிரிழந்துள்ளனர். இச்சம்பவங்களில் முதலமைச்சர் அவர்கள் என்ன நடவடிக்கை எடுத்தார் என்பதை இப்பேரவையின் வாயிலாக அறிய விழைகிறோம். ஒட்டுமொத்தமாக இந்த ஆட்சியில் சட்டம் - ஒழுங்கு மிக மோசமான நிலைக்குத் தள்ளப்பட்டுள்ளது. முதலமைச்சரின் நேரடிக் கட்டுப்பாட்டில் இயங்கும் உள்துறையும் உளவுத்துறையும் முடங்கிவிட்டனவோ என்ற அய்யம் எழுகிறது. குற்றங்களைத் தடுக்க வேண்டிய காவல்துறை, அரசை விமர்சிக்கும் எதிர்க்கட்சியினர், சமூக வலைதளப் பதிவுகளைப் பகிரும் இளைஞர்கள் (Gen Z), தோழமைக் கட்சியினர், செய்தியாளர்களைக் கைது செய்வதிலேயே குறியாக உள்ளது. ஆனால் முதலமைச்சரைக் கடுமையாக விமர்சிக்கும் பாஜக தலைவர்கள் மீது எந்தவொரு வழக்கும் பதிவு செய்யப்படுவதில்லை; ஒரு புகார்கூட அளிக்கப்படுவதில்லை. எங்களுக்கு வந்தால் ரத்தமா, அவர்களுக்கு வந்தால் தக்காளி சட்னியா? பாஜக அடித்தாலும் வெளிப்படையாகக் கூற மாட்டோம் என்ற இந்த விசித்திரமான அரசியல் வியூகத்தை நாங்கள் எங்கும் கண்டதில்லை. பேரவைத் தலைவர் அவர்களே, ஜனநாயகப் போராட்டங்களை ஒடுக்குவதிலும் இந்த அரசு தீவிரம் காட்டி வருகிறது. நீட் தேர்வுக்கு எதிராக நாடெங்கும் மாணவர்கள் போராடியபோது, சென்னை மெரினாவில் போராட்டம் நடத்த அனுமதி மறுக்கப்பட்டது. மாணவர்களுக்கு அஞ்சி, உலகிலேயே கடற்கரைக்குப் பூட்டுப்போட்ட ஒரே அரசு இந்த அரசுதான்! பெசன்ட் நகர் கடற்கரையில் தங்கை அனிதாவின் நினைவேந்தல் நிகழ்ச்சிக்குக்கூட அனுமதி வழங்கப்படவில்லை. சென்னை மற்றும் மதுரையில் நீட் தேர்வுக்கு எதிராகப் போராடிய மாணவர்களை, சீருடையில் பெயர்ப் பலகை (Name badge) கூட அணியாமல் சென்று காவல்துறையினர் தாக்கியுள்ளனர். மதுரை காமராசர் பல்கலைக்கழகத்திற்குள் புகுந்து மாணவர்களைக் கைது செய்ய முயன்றுள்ளனர். உயர்கல்வித் துறை சார்பில் அனைத்துக் கல்லூரிகளுக்கும் அனுப்பப்பட்ட சுற்றறிக்கையில், போராட்டங்களில் மாணவர்கள் பங்கேற்கக் கூடாது எனவும் மீறினால் கல்லூரிகள் மீது நடவடிக்கை பாயும் எனவும் எச்சரிக்கப்பட்டது. வெளியிலிருந்து ஆதரவளிக்கும் இடதுசாரித் தோழர்கள் கடும் எதிர்ப்புத் தெரிவித்த பின்னரே அச்சுற்றறிக்கை திரும்பப் பெறப்பட்டது. இதற்கெல்லாம் தலைமைச் செயலாளரும் காவல்துறை தலைமை இயக்குநரும்தான் (DGP) காரணம் என்று ஆளுங்கட்சியின் கூட்டணிக் கட்சியினரே கூறுகின்றனர். அப்படியென்றால், இதெல்லாம் முதலமைச்சருக்குத் தெரிந்து நடக்கிறதா, தெரியாமல் நடக்கிறதா? (DGP) நியமனத்தில் எதற்காகத் தாமதம் ஏற்பட்டது, ஏன் பொறுப்பு டி.ஜி.பி. நியமிக்கப்பட்டார் என்று கேட்டுள்ளார். எங்கள் ஆட்சியில் டி.ஜி.பி.யாக இருந்த திரு. சங்கர் ஜிவால் இ.கா.ப. அவர்கள் பணி ஓய்வு பெற்ற பிறகு, புதிய டி.ஜி.பி. நியமனத்திற்காக எங்கள் அரசு ஒன்றிய அரசுப் பணியாளர் தேர்வாணையத்திற்கு (UPSC) தகுதியான அதிகாரிகளின் பட்டியலை அனுப்பி வைத்தது. அப்போது மாநில அரசுக்கும் யு.பி.எஸ்.சி.க்கும் இடையே தேர்வுக் குழுவில் யார் இடம்பெற வேண்டும் என்பதில் மாறுபட்ட கருத்து நிலவியது. தமிழ்நாட்டிற்கான டி.ஜி.பி.யை நியமிப்பதில் ஒன்றிய அரசின் தலையீடு அதிகமாக இருப்பதை மாநில உரிமைகளுக்கு எதிரானது என எங்கள் அரசு கருதியது. சட்டம் - ஒழுங்கு என்பது மாநிலப் பட்டியலில் உள்ள விவகாரம். மாநில அரசுக்கு உகந்த அதிகாரியை நியமித்தால்தான் அரசுடன் இணைந்து சட்டம் - ஒழுங்கைக் காப்பாற்ற முடியும் என்பதால் எங்கள் முதலமைச்சர் அத்தகைய முடிவை எடுத்தார். அதனை எதிர்த்து நீதிமன்றத்திலும் வழக்கு தொடர்ந்தோம். இதற்கிடையே சட்டம் - ஒழுங்கு பாதிக்கப்படக் கூடாது என்பதற்காகப் பொறுப்பு டி.ஜி.பி. நியமிக்கப்பட்டார். அவர் மருத்துவ விடுப்பில் சென்றதால், மூத்த அதிகாரியான திரு. அபய்குமார் சிங் இ.கா.ப. அவர்கள் பொறுப்பு டி.ஜி.பி.யாக நியமிக்கப்பட்டார். இதில் எவ்விதச் சட்டவிரோதமும் இல்லை; சட்ட விதிகளுக்கு உட்பட்டே இந்நடவடிக்கை எடுக்கப்பட்டது. அதேபோல, போக்சோ (POCSO) வழக்குகள் எங்கள் ஆட்சியில் அதிகளவில் பதிவு செய்யப்பட்டதாக அமைச்சர் குற்றஞ்சாட்டியுள்ளார். போக்சோ குற்றங்களைத் தடுக்க எங்கள் அரசு கடுமையான நடவடிக்கைகளை மேற்கொண்டது. திமுக ஆட்சியில் பெண்களுக்கு எதிரான குற்றங்கள் மீது உறுதியான நடவடிக்கை எடுக்கப்படும் என்ற நம்பிக்கையை ஏற்படுத்தினோம். அந்த விழிப்புணர்வின் காரணமாகவே பாதிக்கப்பட்டவர்கள் தயக்கமின்றி முன்வந்து புகார் அளித்தனர்; அதனால் வழக்குகளின் பதிவு எண்ணிக்கை அதிகரித்தது. பதிவு செய்யப்பட்ட அனைத்து வழக்குகளிலும் விரைந்து புலன்விசாரணை நடத்தி குற்றவாளிகளுக்கு உடனுக்குடன் தண்டனை பெற்றுத் தரப்பட்டது. போக்சோ வழக்குகளைக் கையாள்வது தொடர்பாக, சிறப்புத் திட்டச் செயலாக்கத் துறை அமைச்சராக இருந்த எனது தலைமையில் மூன்று ஆய்வுக் கூட்டங்கள் நடத்தப்பட்டன. செப்டம்பர் 2023-இல் காவல்துறை, சுகாதாரத்துறை, பள்ளிக்கல்வித்துறை, சமூகநலத்துறை மற்றும் சட்டத்துறை ஆகியவற்றை ஒருங்கிணைத்து ஆலோசனை மேற்கொள்ளப்பட்டது. பாதிக்கப்பட்டவர்களின் உரிமைகளைப் பாதுகாத்தல், பள்ளிகளில் விழிப்புணர்வு ஏற்படுத்துதல், இழப்பீடுகளை உடனடியாக வழங்குதல் மற்றும் சட்ட உதவிகளை உறுதி செய்தல் ஆகியவற்றுக்கான நிலையான வழிகாட்டு நெறிமுறைகள் (SOP) உருவாக்கப்பட்டன. எனவே, போக்சோ குற்றங்கள் அதிகரித்தன என்று பொத்தாம் பொதுவாகக் கூறக் கூடாது. இறுதியாக, போதைப்பொருள் ஒழிப்பில் எங்கள் அரசு உரிய நடவடிக்கை எடுக்கவில்லை என்றும் ஒரு குற்றச்சாட்டை வைத்துள்ளீர்கள். நாங்கள் போதைப்பொருள் ஒழிப்பைச் சரியாகச் செய்யவில்லை என்றால், மதுவிலக்கு மற்றும் ஆயத்தீர்வைத் துறையில் அதிகாரியாகச் செயல்பட்ட திரு. மகேஷ்குமார் அகர்வால் இ.கா.ப. அவர்களுக்குப் பதவி உயர்வு வழங்கி தமிழ்நாட்டின் டி.ஜி.பி.யாக இன்று ஏன் நியமித்துள்ளீர்கள்? அதேபோல போதைப்பொருள் தடுப்புப் பிரிவில் சிறப்பாகப் பணியாற்றிய திரு. அமல்ராஜ் இ.கா.ப. அவர்களுக்குப் பதவி உயர்வு வழங்கி சென்னை பெருநகர காவல் ஆணையராக ஏன் நியமித்துள்ளீர்கள் என்ற வினாவையும் இந்த அரசிடம் முன்வைக்கிறேன்.

2026 செப்டம்பர் 3 அன்று சட்டமன்றத்தில் காவல்துறை மானியக் கோரிக்கை மீதான விவாதத்தில் உதயநிதி ஸ்டாலின் பேசினார். 116 நாள் ஆட்சியில் திட்டங்கள் ரத்து செய்யப்பட்டது, சட்டம் ஒழுங்கு சீர்குலைவு, பெண்கள் மீதான வன்முறைகள், காவல் மரணங்களைச் சுட்டிக்காட்டிய அவர், மக்கள் பிரச்சினைகளுக்கு முதலமைச்சர் நேரடியாகப் பதிலளிக்க வேண்டும் எனக் கோரினார்.
